Cole has been out of favor at Anfield and is finding opportunities to play first team football with the Reds pulled even after a summer of raids from the likes of Jordan Henderson, Charlie Adam and Stewart Downing.
Although Redknapp has disclosed no official interest in the 29-year-old admits he still has the wheel in high esteem.
"I like Joe. I signed him as an 11-year-old and he is a good player," said Redknapp.
"I've got all the time in the world for him. We haven't made any enquiries about him but I wouldn't sit here and say I wouldn't have him at the club because if I did I'd be lying. I do like him."
Redknapp tried to lure Cole to the Spurs last summer but opted to join Liverpool instead - a move that has not worked for the former West Ham star.
With Luka Modric still unresolved amid strong interest from Chelsea and injury to Wilson Palacios and Steven Pienaar, the middle third of the field has weakened and the head of the Spurs can see Cole as an ideal candidate to strengthen their options a long season ahead.
